Parish Clerk and Responsible Finance Officer Vacancy

Uffculme Parish Council is looking to appoint a new Clerk. This is a paid role within the Parish Council, working approximately 15hrs/wk. The position encompasses a wide range of tasks and responsibilities on behalf od the Parish Council. The Parish of Uffculme is a large area and includes Ashill, as well as further rural areas. The Parish Council is made up of 13 Parish Councillors who all have a variety of skills.

The ideal candidate will need to:

  • Be a natural people person with a sense of public duty, to help the Community

  • Have a good deal of common sense

  • Be confident in handling queries and administrative work, and advising on legal protocol

  • Have the ability to be a good organiser and be organised

  • Have good IT skills to include Powerpoint and professional correspondence preparation

  • Be able to prepare monthly meeting agendas and following minutes for Councillor approval

  • Sound knowledge of the preparation and understanding of monthly a yearly financial reports

An outline of the duties of the Parish Clerk will include, but are not limited to:

  • Organising and attending up to 12 Full Council meetings per annum. Held on a weekday evening and lasting approximately 2 hours.

  • Organising and attending up to 12 Planning Committee meetings per annum. Held on a weekday evening and lasting approximately 1 hour.

  • Responsibility for meeting notifications, agenda drafting, minute taking and producing an associated record of full minutes and decisions.

  • Maintaining records of all financial transactions, to include monthly financial statement and produce the annual reconciliation of accounts and reports for audit.

  • Managing all aspects associated with the Cemetery, including dealing with all mandatory burial paperwork.

  • Monitoring all correspondence sent to the Parish Council, then responding or forwarding to Councillors for their action.

  • Liaison with Devon Association of Local Councils (DALC) including on matters of compliance, policy or training.

  • Liaison with Councillors to advise and ensure the Council complies with the appropriate legal processes and procedures.

  • To processing a monthly payroll for 2 employees.

The position is part-time with flexible working hours and is home-based. Full training and equipment will be provided.
